Books for young people up to 24 years old
it is a program of the Ministry of Culture and Sports carried out by the Manpower Employment Organisation, which aims at granting young unemployed people up to 24 years of age a credit note (voucher) of €20 for the purchase of books from bookstores or publishing houses included in the Register Providers of the Manpower Employment Organisation.
Beneficiaries of the subsidy are young people up to 24 years old who have an Unemployment Card.
Providers participating in the program are bookstores and publishing houses of any legal form that have a legal license to operate.
A condition for participation in the Program is direct access to a computer and electronic scanner as well as the Internet.
The "Credit Note" is an electronic voucher in the form of a unique code number. Its financial value is 20€ and it is exclusively exchanged for the purchase of books of any kind, with the exception of textbooks of all educational levels (books provided free of charge by the Ministry of Education and other public bodies). The Credit Note cannot be used for the purchase of school or other items that may be sold in the providers' stores.
The "Credit Note":
can only be used during the implementation of the program, i.e. from 01.06.2021 to 21.10.2021
can be exchanged for the purchase of more than one book.
If the price of the book (or books) exceeds the value of the credit note of the beneficiary, the additional difference must be paid by the beneficiary himself when purchasing the book.
If the price of the book (or books) is lower than the subsidy amount of the beneficiary's credit note, the subsidy paid will correspond to this lower price.
The books are available to the beneficiaries of the program with a mandatory discount of 10% on the retail price, with the exception of foreign language books, in which the discount is optional.
The books that are already on offer will be made available to the beneficiaries at the price of the offer without further discount.
The credit note is created and stored in the Manpower Employment Organisation's system with the issuance of the results. Beneficiaries find it by logging into the online services, in the "Program beneficiary vouchers" operation. The process for its activation is the following:
The beneficiary gives the number of his credit note to the provider.
The provider enters the Agency's electronic voucher activation system and finds the beneficiary and his credit note based on the number.
The provider must fill in the purchase details, i.e. the date of the transaction, the titles of the books and the retail price per book before and after the discount (when applicable) and the retail receipt number.
Activation of the credit note can be performed either in person or remotely.

Tables of beneficiaries and providers of the Program for granting credit notes to young people up to 24 years old for the purchase of books
Posted on this day Friday 28 May 2021: the first tables of results of beneficiaries and providers of the Program for granting credit notes to young people up to 24 years old for the purchase of books, which is implemented as a result of the cooperation of the Ministry of Culture and Sports with the Manpower Employment Organisation. The ranking of the list of beneficiaries was carried out based on the chronological order of submission of their online application.
The program, with a total budget of €1,200,000, will be implemented from June 1st, 2021 to October 21st, 2021. It is addressed to bookstores and publishing houses of any legal form that have a legal license to operate and to 60.000 beneficiaries, young people up to 24 years old who are registered in the Manpower Employment Organisation's unemployment register. At the same time, the submission of applications for participation by both the beneficiaries and the providers continues.
It is reminded that supporting documents are not required from the beneficiaries to participate in the program. The fulfillment of the requirements for participation is verified by the data kept in the Register of Unemployed of the Manpower Employment Organisation and their selection is made in order of priority based on the date and time of submission of their online application. The providers submit in their application the legal supporting documents of the operation of their businesses.
With the €20 credit note, which has the form of a unique electronic code number, the beneficiaries can buy any book they choose from the bookstores and publishing houses of the Registry Providers, with the exception of textbooks for all educational levels (books provided free of charge by the Ministry of Education and other public bodies).
