The Mechanism of Labour Market Diagnosis

The Mechanism of Labour Market Diagnosis, established by Law 4368/2016 and concerns the determination of labor supply and demand in professions and skills-knowledge-abilities, at national, regional, local and sectoral levels as they are, but also as they tend to be shaped in the future, as well as in identifying potential mismatches between labor supply and demand. The purpose of the Mechanism is to provide reliable data during the planning of employment policies, combating unemployment, vocational education and training, and education of human resources development policies.

In its original recommendation, the Mechanism of Labour Market Diagnosis is supervised by the Ministry of Labour, Social Security, and Social Solidarity with the participation of the National Institute of Labour and Human Resources (NILHR) as a scientific body and data and information providers, among which the Manpower Employment Organization (OAED) occupies a central position. The Organization participated by providing data on the registered unemployed to the National Mechanism and by producing analyses based on the data on the registered unemployed with particular emphasis on the professional specialties sought by the unemployed and in which they have work experience. These analyses were posted on the OAED website and on the EIEAD website and were included in the Report of the National Results of the Diagnostic Mechanism. In accordance with Article 32 of  Law 4921/2022, the private law legal entity named "National Institute of Labor and Human Resources" (EIEAD) was abolished. The Ministry of Labor and Social Affairs replaces the E.I.E.A.D. in every memorandum of cooperation concluded with another Ministry or public body. In accordance with Article 80, Establishment of a Unit of Employment, Social Security, Welfare and Social Affairs Experts (MEKY), of Law 4826/2021, MEKY is established. and with Law 4921/2022 and Ministerial Decision no. 65106/2022 (Government Gazette B' 3649/11-07-2022) defines the new framework for the Labor Market Needs Diagnosis Mechanism. The Manpower Employment Organization (OAED) continues to prepare and post on its website, the Reports of the Mechanism for Diagnosing Labor Market Needs based on the data of registered unemployment.
